What's covered
The mandatory, whole-of-government fleet management services panel covers standard fleet management services, additional and specialist services.
Standard fleet management services
Standard fleet management services include:
- quotes, ordering and other services for light passenger and commercial vehicles
- consolidated invoicing and online reporting
- eTag management
- lease restructuring.
Additional fleet management services
Additional services include:
- roadside assistance
- accident claims and repairs
- fuel cards
- telematics, including logbooks, rollover alerts, harsh braking, and speeding.
Specialist services and rentals
You can use the fleet management services panel to source quotes for any other fleet management services, such as specialist fit-outs or equipment.
What's not covered
Travel-related car hire and fuel cards are covered by their own contracts.
Short-term vehicle rentals associated with travel are covered by Travel Management Services Contract.
Fuel cards for petrol, diesel, LPG, biodiesel and carwash are covered by Card Fuel and Associated Products Contract.

The fleet management services panel aims to:
- reduce costs for fleet management, vehicle repair and maintenance, and tolls
- lower lease costs
- reduce overall fleet size
- improve fleet utilisation
- create higher customer satisfaction.
How the fleet supply model works
The NSW Government uses a fleet supply model. Under this model, each government cluster engages one supplier through an appointment agreement, which sits below the Fleet Management Panel head agreement.
Your cluster will specify its own requirements in the appointment agreement. This includes any extra services you require under the contract, such as telematics.
Who to contact
The fleet category management team in NSW Procurement manages this contract. The team is responsible for supplier relationship management and managing the leasing bidding process (with the Lessors Panel Contract).
The fleet category management team and the mobility team jointly manage the Travel and Transport Policy and the Motor Vehicle Operational Guidelines.

Approved suppliers
Each cluster in NSW Government has selected (or must select) one of the 3 approved suppliers for fleet management services:
- SG Fleet Australia Ptd Ltd (ABN 15 003 429 356)
- Smartfleet Management Pty Ltd (ABN 99 142 370 643)
- Leaseplan Australia Ltd (ABN 57 006 923 011)

Who's eligible to buy
The fleet management services panel is a mandatory, whole-of-government agreement.
This means all NSW Government agencies are eligible to use – and must use – this panel to order and manage government fleets.
Non-government agency buyers are NOT eligible to use this contract.
How to buy step by step
There are 2 ways to buy fleet management services under this contract, depending on whether your agency is part of a NSW Government cluster or not.

Buy through your cluster
Each cluster holds its own contract for a fleet management supplier under the fleet management services panel. The steps and requirements for buying are specific to that contract.
To buy through your cluster:
- make sure you know which cluster your agency is part of
- contact your cluster fleet team
- follow the steps outlined by your cluster fleet team.
Buy as a public body
Even if your agency is not part of a cluster, you may still be eligible to buy through the fleet management services panel, with the NSW Procurement Board entering into an agreement on your behalf.
However, you must be a public body as defined in clause 6 of the Public Works and Procurement Regulation 2014 (NSW). Read the regulation for more information or email nswp_fleet@treasury.com.au if you need assistance.
How to manage complaints and disputes
If a complaint or dispute occurs, both the buyer and the supplier must first seek resolution at the agency level.
