What's covered
Customers can use fuel cards across NSW, Queensland and Victoria to buy:
- standard and premium unleaded petrol 91, 95 and 98
- ethanol-blended petrol E10
- standard and premium diesel
- LPG
- AdBlue diesel exhaust fluid (DEF).
Fuel cards can also be used to buy:
- car wash (discounted at Ampol only)
- lubricant
- auto care.
What's not covered
Fuel cards issued under this contract cannot be used to buy other items from fuel retail stations, including food and drink.
What you need to know
Ampol, BP and Viva provide fuel as well as fuel cards, while WEX is a card solutions provider only. You can use all 4 brands of cards or less, as required.
Ampol, Viva (Shell) and BP cards can only be used at their own service stations.
WEX cards are accepted at more than 90% of service stations. However, they cannot be used at Ampol (Caltex), Viva (Shell) or BP service stations.
We've added WEX to this contract to increase network coverage and opportunities for small and medium enterprises (SMEs) and regional businesses.

- range of formats for fuel transaction data reports available free of charge to import into fleet or finance systems.

Note however that WEX cards issued under this contract cannot be used on Ampol/Caltex, BP or Viva/Shell sites.
If you need the WEX card to be accepted at these networks, please email NSW Procurement at nswbuy@treasury.nsw.gov.au outlining your reasons. The contract manager will consider requests on their merits.
Who's eligible to buy
The fuel card contract is a mandatory, whole-of-government agreement.
All NSW Government agencies are eligible
This means that all NSW Government agencies are eligible to use – and must use – this contract when buying fuel cards.
Non-agency buyers may also be eligible
You don’t have to be a NSW Government agency to buy under NSW Government contracts, panels and contracts.
But you do have to apply to become an eligible non-agency buyer. Once approved, you'll get an authorised buyer identification number (NSWBuy number). Use this number to buy through NSW Government schemes and contracts.

How to buy: step by step
- Have your NSWBuy number handy. If you don't know your organisation's number, please contact the NSW Procurement Service Centre.
- Get access to the FUELnet website. FUELnet gives registered users access to contract features and information. To request access, contact Fueltrac with your NSWBuy number.
- Select which supplier/s you'd like to receive fuel cards for.
- Download the card fuel application forms from FUELnet.
- Complete the forms and send them to the suppliers. You'll need to specify the number of vehicles you'll be ordering cards for. Note that privately registered vehicles are not eligible for fuel cards under this contract.
How to manage fuel cards
Manage fuel use
You can view all contract information on FUELnet. To get access, please contact Fueltrac. You'll need your NSWBuy number.
FUELnet has many useful features for fleet managers, such as price competitiveness amongst suppliers and reports you can customise to manage fuel use.
Report lost or stolen cards
You must report lost or stolen cards so they can be hot listed to prevent any further use. You can do this by contacting the supplier's customer service centre.
Your organisation will be liable for all purchases made on the cards up to the time they are reported as lost or stolen, so we recommend reporting them as soon as possible.
Cancel cards
If you no longer need a fuel card, you must cancel and destroy it in accordance with your agency's guidelines.
Your organisation will be held liable for all purchases made on unwanted valid fuel cards which have not been cancelled and destroyed.
You can a fuel card by contacting the supplier's customer service centre. There is no fee for card cancellations.
Understand pricing
Fuel prices are made up of:
- the weekly reference or price list
- freight differential, where applicable
- federal excise.
Freight differentials are costs added to the prices of petroleum products to reflect the freight cost of delivering those products. You can view freight differentials on FUELnet.
Federal excise is included in the prices invoiced by all suppliers. It's payable on all major petroleum products, including unleaded petrol and diesel, by all classes of customers including NSW Government customers.
Excise paid on diesel consumed in certain off-road uses and in certain specific industries can be claimed back. If you use fuel ineligible activities, you may claim a rebate with the Australian Taxation Office (ATO). You can get a form by calling the Diesel Fuel Infoline on 1300 657 162 or via the ATO website.
How to manage complaints and disputes
If a complaint or dispute occurs, both the buyer and the supplier must first seek resolution at the agency level.
