Policies and guidance

All NSW Government agencies must adhere to the NSW Government Travel and Transport Policy.

For fleet, the Travel and Transport Policy should be read together with the Motor Vehicles Operational Guidelines. The guidelines provide a whole-of-government approach to how vehicles are to be used in the work environment.

The approved vehicle list (AVL) lists all vehicles agencies are allowed to acquire via the Motor Vehicle Scheme. If an agency wants to acquire a vehicle that is not included on the list, it must get secretary approval. Download the approved vehicle list (AVL) XLSX, 62.21 KB

How the fleet supply model works

The NSW Government fleet is serviced by:

Each government agency engages a fleet management provider from contract 300 and a lessor from contract 333 to provide capital funding to buy new vehicles.

Agreements are signed for all lessors. They can then bid in the fortnightly competitive tendering process that is managed by NSW Procurement for all undelivered motor vehicles.

The NSW Government uses a fleet supply model.

Under this model, fleet management and lease financing are separate.

The fleet management provider (FMP) is the central point of contact for government agencies.

Each agency or cluster engages one FMP under the Master Fleet Management Services Agreement. The FMP provides:

  • fleet management services
  • lease management services
  • value-add services (such as telematics, accident management and others).

Each agency also signs agreements with all lessors on the panel under the Master Operating Lease Agreement. The lessor provides lease financing only.

NSW Procurement manages:

  • the lessor panel including the fortnightly tendering process
  • the fleet manager panel
  • supplier development and supplier relationship management.

Fleet management providers on contract 300 are:

  • SG Fleet Australia Pty Ltd
  • Smartfleet Management Pty Ltd
  • LeasePlan Australia Ltd

Lessors on contract 333 are:

  • Custom Service Leasing Pty Ltd
  • Interleasing (Australia) Ltd
  • Toyota Fleet Management
  • Volkswagen Financial Services Australia Pty Ltd
