This procurement list of eligible suppliers has been established specifically for construction-related consulting services valued at $9 million and over (excluding GST), in accordance with the enforceable procurement provisions (EPP) outlined in PBD 2019-05.
For construction-related consulting services valued up to $9 million (excluding GST), enforceable procurement provisions do not apply. For these works, a larger list of suppliers and work categories is available under the Consultants in Construction Scheme. (SCM1191).
Procurement Board Direction PBD 2022-02 Engagement of infrastructure advisory services suppliers applies to all work categories in this procurement list. It recommends the Infrastructure Advisory Standard Commercial Framework to be used by agencies as guidance when engaging prequalified suppliers on the procurement list.
Suppliers need to meet legal, commercial, technical and financial standards to deliver construction-related consulting services to NSW government agencies, state-owned corporations and public institutions (such as universities).

If you don't have a buyer account, it's quick to sign up. You just need to enter your email address and create a password.
Who's eligible to buy
The construction consulting procurement list is available to:
- NSW Government agencies
- state-owned corporations
- public institutions (such as universities)
- NSW local government councils.
The procurement list is not available to non-government buyers.
Unaccredited agencies can buy through this scheme
The Construction Procurement Assurance program applies or NSW Government agencies and public sector entities that aren't accredited for construction procurement and are seeking engagements above $1.3 million (excluding GST).

How to buy: step by step
To buy construction-related project management or architectural services:
Step 1. Understand the guidelines
Make sure you understand the rules and guidelines that apply to your procurement. This includes:
- your agency-specific procurement rules and guidelines
- the procurement list conditions DOCX, 240.46 KB
- the enforceable procurement provisions outlined in PBD 2019-05
- the buyer and supplier obligations in PBD 2022-02 Engagement of infrastructure advisory services suppliers.
Step 2. Find prequalified suppliers
Log in to find the list of prequalified suppliers. Or, you can request a copy of the list by emailing consultant.prequal@pwa.nsw.gov.au
Step 3. Invite tender submissions
We recommend developing an RFT or RFQ and inviting at least 3 suppliers to make a submission.
You must include the engagement pricing schedule tool XLSX, 91.84 KB in the RFT or RFQ documents.
Step 4: Evaluate tender submissions and award the contract
When evaluating pricing, you can use the Infrastructure Advisory Standard Commercial Framework as guidance. The framework is commercial-in-confidence. Agency buyers can log in and download it from their buyer dashboard.
If you're buying infrastructure advisory services, you're recommended to use the infrastructure advisory contract framework. The framework includes contract templates and tools for a standardised approach to risk allocation.
Transport for NSW buyers are to continue using the Professional Services Contracts (PSC) contract templates and tools, which have similar terms and conditions to the IA contract framework.
Inclusion on the procurement list does not extend to related, associated or subsidiary business entities owned or controlled by the supplier or a joint venture to which the supplier is a party.
When selecting suppliers for the tender process, choose at least 3 suppliers based on their:
- nominated work category
- relevant experience
- financial capacity to undertake the proposed work
- availability and capacity for undertaking the proposed work.
Value for money is a key procurement principle, and must be addressed by the procuring officer in all cases.
Agencies may invite suppliers who have previously expressed interest for a particular procurement listed in the agency’s annual procurement plan.
Agencies don't need to invite all the suppliers on the procurement list. This can be efficient for both the agencies assessing the submissions and the suppliers developing the response. Instead, we encourage you to invite a limited number of suppliers, based on your agency's needs.

How to manage complaints and disputes
If a complaint or dispute occurs, both the buyer and the supplier must first seek resolution at the agency level.

Who's eligible to supply
Both Australian and international organisations may apply for inclusion on the procurement list for construction-related consulting.
Organisations must have an ABN and meet the conditions of participation as per section 3.1 of the procurement list conditions DOCX, 240.46 KB.

- Familiarise yourself with the procurement list conditions DOCX, 240.46 KB and applicant guidelines DOCX, 237.14 KB.
- Log in with your supplier account. If you don’t have one yet, you can sign up now.
- Ensure your profile details are up-to-date, including work categories and contact details.
- Start an application to join the procurement list.
- Submit your application.
If your application is successful, we'll send you an email to let you know you've been included in the procurement list.

How to respond to an RFT or RFQ
Each NSW Government agency has their own processes and requirements for requests for tenders (RFTs) and requests for quotes (RFQs). These will be specified in the RFT or RFQ documents.
To supply construction-related project management or architectural services:
- Log in with your supplier account.
- Ensure your profile details are up-to-date, including work categories and contact details.
- When you receive an invitation to an RFT or RFQ, submit a response that meets the specified requirement.
How to manage complaints and disputes
