Eligible non-agency buyers

You don’t have to be a NSW Government agency to use NSW Government procurement arrangements.

What you need to know
  1. Non-government buyers may be eligible to buy through NSW Government procurement arrangements, including schemes and contracts.
  2. Eligible non-agency buyers include universities, private schools, private hospitals, charities, local councils and other government jurisdictions.
  3. You can apply online if you’re eligible.

Find out who can buy from our contracts

Your organisation may be eligible to buy under NSW Government procurement arrangements if they’re:

  • a private hospital
  • a local council or authority
  • a charity or community non-profit organisation
  • a private school or college
  • a university
  • a public authority of the Commonwealth or another State or Territory
  • a public authority in another jurisdiction carrying out activities in NSW
  • a contractor to a public authority.

This list is defined in clause 6 of the Public Works and Procurement Regulation 2019.

Apply to become an eligible buyer

You can apply online to become an eligible non-agency buyer.

Successful applicants will receive a NSWBuy number. You'll need to use each time you buy from a NSW Government procurement arrangement.

Approval to become an eligible non-agency buyer can take up to 8 weeks.

NSW Government agencies have 5 procurement objectives for buying.

These objectives set the foundation for all our government procurement arrangements, including schemes and contracts.

Eligible non-NSW Government organisations can also benefit from buying under our arrangements.
