GC21 edition 2 standard form

The GC21 suite of documents provides a holistic approach to construction procurement with a complete set of comprehensive integrated commercial documents, freely accessible through the buy.NSW website.

The GC21 standard form accommodates different levels of design by the contractor, form minimal design (construct only) to full design and construct (a "turnkey" contract). It can also be readily adapted to suit other common forms of construction procurement.

The GC21 framework and supporting procedures are designed to encourage cooperative contracting, in order to achieve more successful outcomes. The contract form was developed to provide:

  • relationship-based contracting with specified requirements for cooperation between the contracting parties
  • a transparent and balanced allocation of risk
  • the mitigation of disputes
  • the incorporation of NSW Government Policy initiatives.

The GC21 standard form is recommended to be used for construction contracts valued at more than $2 million. However, agencies should use it for complex and high-risk contracts valued over $1 million, where appropriate to meet special circumstances or requirements.

The GC21 standard form is provided to help NSW Government agencies to document and manage construction contracts for engagement under the Construction General Works over $1 Million Scheme (SCM1461).

The files are designed to be used individually to form an integrated suite of documents for a Request for Tenders (RFT) and subsequent contract. To avoid corrupting formatting and references, we recommend against combining them into one document.

Download sample letters

A set of over 100 pro-forma letters have been prepared to assist the principal's authorised person in administering the contract. The letters provide options and may be easily amended to suit contract circumstances.

The letters have been based on the standard form general conditions of contract. Where amendments have been made or special conditions added, the letters will require review to ensure they accurately reflect the contract requirements.
