What's not covered
The Digital Engineering Services Prequalification Scheme is only for the supply of digital engineering services that are directly related to infrastructure planning, design, delivery and asset operations and management for infrastructure projects.
No other goods and services, including software and ICT Services, are to be supplied under the scheme.
What you need to know
Prequalification of a supplier does not extend to related, associated or subsidiary businesses.
Procurement Board Direction PBD 2022-02 Engagement of infrastructure advisory services suppliers applies to all categories in this scheme. It recommends the Infrastructure Advisory Standard Commercial Framework is to be used by agencies as guidance when engaging prequalified suppliers on the scheme.

Transport for NSW buyers must follow the Infrastructure-Related Procurement Policy Framework and use the mandated contract forms for the scheme:
- Infrastructure Procurement - Professional Services Contract - Level 2 IP-0026-GD03
- Infrastructure Procurement - Professional Services Contract - Level 3 IP-0026-GD04.
For all other agencies, the mandated contract forms for the scheme are:
- Short Form contract DOCX, 286.87 KB - for low-risk engagements
- Long Form contract DOCX, 449.2 KB - for high-risk engagements

Who's eligible to buy
All NSW Government agencies are eligible
The scheme is a whole-of-government procurement arrangement. This means all NSW government agencies can use it when buying digital engineering services that are directly related to infrastructure projects.
Non-agency buyers may also be eligible
The scheme is also available to eligible non-government bodies as identified under the Public Works and Procurement Regulation 2014:
- state-owned corporations
- public institutions, such as universities
- NSW local government councils.
How to buy
The scheme facilitates, but does not replace, quotation and tender assessment processes for individual procurement events. Purchasers using the scheme must carry out their own due diligence with regard to value for money for each procurement event.
The supplier must be prequalified under the scheme, and in the relevant category of service, before the date of issue of the request for quotation, proposal or tender.
The Infrastructure Advisory Standard Commercial Framework is to be used by agencies as guidance when engaging prequalified suppliers on the scheme.

Any organisation that meets the scheme terms and conditions DOCX, 202.55 KB can apply to join the scheme.
How to apply
You can apply to join the scheme at any time.
You can apply for more than one service category. You can work on your application over more than one session. Once you submit your application, you won't be able to make further changes.
- Review the scheme terms and conditions DOCX, 202.55 KB.
- Log in with your supplier account. If you don’t have one yet, you can sign up now.
- Start an application to join the scheme. You’ll need to answer questions and upload required documents. You must provide completed templates and supporting information for the capabilities you have nominated. Importantly note, you must provide 2 independent client referees for each capability nominated. The client referee must include meaningful detail of services provided and must be supported by evidence that is aligned with the nominated capability.
- Submit your application.

How to update your details
Suppliers should keep their details up-to-date.
- Log in with your supplier account.
- From the profile icon, select My account.
- Edit your business details, then save.
To apply for more categories, log in with your supplier account:
- From the profile icon, go to Dashboard.
- Select Schemes module.
- Amend your scheme membership.
- Submit your application.
