What's covered

This procurement list covers construction services valued above $9 million.

Construction services includes:

  • building works: multi-trade building works for new buildings and additions to existing buildings
  • heritage building: restoration and conservation works and/or associated stonemasonry, carving and fixing, roofing, carpentry, plastering and painting
  • modular building: portable buildings, prefabricated buildings, modules or sections manufactured off-site and amenable to on-site expedited delivery or modular assembly
  • fit-out and refurbishment: fit-out and refurbishment work, as well as the final preparation of internal areas for occupation by the client in new and existing buildings
  • civil works: civil engineering works including excavation and bulk earth works, minor roads and related works
  • water infrastructure: reservoirs, dams and or associated pipelines, pumping stations, balance tanks, surge tanks, storage tanks and discharge structures
  • wastewater infrastructure: sewage treatment plants and or associated pipelines and pumping stations

The procurement list covers these contract systems:

  • construct only (C)
  • design and construct (D&C)
  • managing contractor (MC).

What's not covered

The procurement list doesn’t cover construction services valued under $9 million. These are covered by:

What you need to know

Special conditions are set by PBD-2019-05 Enforceable Procurement Provisions (EPP) and apply when procuring construction services valued over $9 million. These special conditions include:

  • domestic and international suppliers are invited to apply for inclusion on the procurement list
  • to select suppliers to invite for tenders for construction services valued over $9 million, agencies must use the procurement list
  • agencies may invite all or some suppliers on the procurement list, depending on agency’s needs and resourcing
  • agencies may negotiate directly with suppliers on the procurement list, including post-tender negotiations with the preferred tenderer.

Who's eligible to buy

The procurement list for construction services above $9 million is a recommended, whole-of-government arrangement.

All NSW Government agencies can use this procurement list for construction services.

Non-agency buyers are eligible to buy through this procurement list if they represent a:

  • State-owned corporation
  • public institution (such as a university)
  • NSW local government council.

  3. Understand the Enforceable Procurement Provisions.
  4. Log in to find suppliers on the procurement list.
  5. Seek submissions via Supplier Hub.

Seek submissions in line with your agency rules (or a minimum of 3 suppliers) using the key principles of:

  • value for money at all times
  • criteria set out in the terms and conditions of the procurement list as applicable (legal capacity, financial capacity, commercial ability and technical ability)
  • any other agency-specific requirements.

Any organisation, international or domestic, with an Australian business number (ABN) that meets the conditions of participation PDF, 260.15 KB is eligible to apply for inclusion in the procurement list PDF, 293.32 KB.

How to apply: step by step

  1. Log in with your supplier account.
  2. Start an application to join the scheme. You'll need to answer questions and upload requested documents.
  3. You'll be  notified about application outcomes by automated email from Supplier Hub.
