What you need to know

The contract is divided into 7 geographic regions across NSW, with a range of suppliers offering services in each region.

The contract is a standing offer arrangement or panel contract. The head agreement, managed by Public Works Advisory, is for 3 years plus 4 one-year extension options.

A customer agreement can be established at any time under the open head agreement for the desired customer term and extension options (we recommend up to 5 years maximum).

The panel rates are maximum ceiling rates. Once a client's purchase volume and term is provided, the supplier may offer equal or better rates. Specialised or custom services can also be negotiated and included in the customer agreement by the client.

The supplier panel rates can also be used casually with a purchase order for short term or low-value procurements.

Who's eligible to buy

The contract is a mandatory, whole-of-government agreement.

All NSW Government agencies are eligible

This means that all NSW Government agencies are eligible to use – and must use – this contract when buying integrated security services.

Non-agency buyers may also be eligible

You don’t have to be a NSW Government agency to buy under NSW Government contracts, panels and contracts.

But you do have to apply to become an eligible non-agency buyer. Once approved, you'll get an authorised buyer identification number (NSWBuy number). Use this number to buy through NSW Government schemes and contracts.

How to buy: step by step

  1. Contact Public Works Advisory (PWA) and complete an expression of interest to receive pricing and contract documents (commercial in confidence). To contact PWA, email wholeofgovernmentsecurity@pwa.nsw.gov.au
  2. Receive contractor pricing rates for the provider panel from PWA. You may engage the contractors using the schedule of rates for casual/short-term arrangements, or invite a number of suitable providers to quote via a request for quote (RFQ) process.
  3. Complete a customer contract agreement form with the provider. Provide a copy to the authorised person, asset and facilities management PWA, within 10 business days of the services commencing.

How to manage complaints and disputes

In case of complaints and disputes, both the customer and the contractor's representative must use their best efforts to resolve the matter at a local level.

If the complaint cannot be resolved locally between the customer and the contractor's representative, the customer can follow the issue resolution process which is available by contacting Public Works Advisory.
