Services not explicitly listed in Attachment A of the Scheme Rules of Participation are considered as out-of-scope for this scheme.
Applicants are to note that other mechanisms may be utilised to procure the services listed in Attachment A in addition to this Scheme.
What is not covered
The Technical Services Registration Scheme is an agency-specific scheme.
It's a pool of prequalified suppliers to support the concept design, detail design and delivery of Transport for NSW (TfNSW) road infrastructure projects, and for environment service types, for all TfNSW infrastructure projects unless indicated.
It's recommended the Technical Services Registration Scheme is used for the procurement of services listed in Attachment A of Scheme Rules of Participation - using TfNSW model legal documents, standard corporate systems and processes as set out in the procurement policy and guidelines.

Who is eligible to supply
Any organisation that meets the scheme terms and conditions DOCX, 538.16 KB can apply to join the scheme.
How to apply
All applications must be submitted online via SCM8661 Technical Services Registration Scheme.
Read the scheme terms and conditions DOCX, 538.16 KB and review the capability and minimum requirements in Attachment A for the prequalification service types you wish to apply for.
It's recommended the Technical Services Registration Scheme is used for the procurement of services listed in Attachment A of Scheme Rules of Participation - using Transport for NSW (TfNSW) model legal documents, standard corporate systems and processes as set out in the procurement policy and guidelines.
Procurement Board Direction PBD 2022-02 Engagement of infrastructure advisory services suppliers applies to all categories in this scheme.
TfNSW buyers must follow the Infrastructure-Related Procurement Policy Framework and use the mandated contract forms for the scheme:
- Infrastructure Procurement - Professional Services Contract - Level 2 IP-0026-GD03
- Infrastructure Procurement - Professional Services Contract - Level 3 IP-0026-GD04.
Prequalification does not extend to related, associated or subsidiary businesses.
Purchasers using the scheme must carry out their own due diligence on value for money for each procurement event.
