The P&MS Scheme Rules have been updated to reflect the infrastructure advisory contract framework.

The framework is recommended from 1 August 2023 and is applicable to engagement type 15.

Performance and Management Services (P&MS) Scheme rules updated

Changes reflect the Infrastructure Advisory Standard Commercial Framework.

The P&MS Scheme Rules have been updated to reflect the Infrastructure Advisory Standard Commercial Framework.

The framework became effective on 1 November 2022 and is applicable to engagement type 15.

Changes to standard commercial framework for the Performance and Management Services (P&MS) Scheme

New capped rates for professional services engagements come into effect on 1 April 2022.

Effective from 1 April 2022, revised capped rates will apply to all new engagements under the scope of the P&MS Scheme standard commercial framework.

All other aspects of the framework, such as discount structures and expense policy, remain the same.

The new rates are applicable until 30 June 2024.

All prequalified suppliers on the P&MS Scheme under categories 1-12 have been informed of this change.

Which engagements are in scope

Engagements under the P&MS Scheme engagement types 1-12 must operate within the standard commercial framework.

This is mandated by Procurement Board Direction PBD-2021-03.

There have been no changes to the scheme or its standard commercial framework.

Removal of telecommunications consulting category from the Performance and Management Services Scheme

Telecommunications consulting services now available via the ICT Services Scheme.

From 31 March 2020, category 13 Telecommunications consulting is no longer available on the Performance and Management Services (P&MS) Scheme.

Buyers of telecommunications consulting services should now use the ICT Services Scheme.

All category 13 suppliers have been advised to apply to the ICT Services Scheme.
