The scheme rules for SCM1191 have been updated to reflect the infrastructure advisory contract framework. The framework is recommended from 1 August 2023.

Other scheme resources, such as applicant and agency guidelines, have also been updated.

The Construction Leadership Group (CLG) has endorsed the extension of Consultants in Construction up to $9 Million (SCM1191).

All NSW Government suppliers are mandated to register on Supplier Hub.

The scheme rules for SCM1191 have been updated to reflect the Infrastructure Advisory Standard Commercial Framework. The framework became effective on 1 November 2022.

Other scheme resources, such as applicant and agency guidelines, have also been updated.

Changes to Consultants in Construction Prequalification Scheme (SCM1191)

Procurements under the scheme are now capped at $9 million, as per enforceable procurement provisions (EPP).

Public Works  Advisory (PWA) has reviewed the scheme for compliance with the enforceable procurement provisions.

There are now 2 whole-of-government arrangements for procurement of construction-related consultancy services:

  • scheme SCM1191 for procurement of consulting services valued under $9 million (ex. GST)
  • procurement list SCM10611 for procurement of consulting services above $9 million (ex GST)

In consultation with 11 NSW Government agencies that regularly use the scheme, we have also made the following changes:

  • increased the registered consultant threshold from $150,000 to $250,000
  • included new work categories
  • updated guidelines and conditions

The new work categories include:

  • Aboriginal  cultural heritage
  • acoustics engineers
  • BCA and access consultants
  • biodiversity/ecological assessment
  • bushfire modelling
  • electrical and electronics engineering
  • environmental impact assessment
  • facade engineers
  • fire safety engineering
  • consulting arborist
  • independent safety assessor
  • land surveying
  • occupational hygienists
  • property assessment surveys and detailed property assessment surveys
  • security consultants and security equipment specialist.

Consultants in Construction Scheme extended to 31 December 2022

The scheme has been extended with the same terms and conditions.

The Department of Planning, Industry ad Environment, Public Works advises that the whole-of-government Consultant in Construction Scheme (SCM1191) has been extended to 31 December 2022.

No action is required from buyers and suppliers.
