The Construction Leadership Group (CLG) has endorsed the extension of General Construction Works over $1 Million Scheme and Procurement List (SCM1461).

All NSW Government suppliers are mandated to register on Supplier Hub.

Changes to Construction Prequalification Scheme for Works over $1 Million (SCM1461)

Public Work Advisory is implementing a procurement list for construction-related services over $9 million, as per Enforceable Procurement Provisions (EPP) Direction.

Agencies must comply with PBD-2019-05 Enforceable Procurement Provisions (EPP Direction) when conducting procurements. From 28 November 2020, a procurement list will be available to provide an EPP-compliant procurement pathway for construction-related services above $9 million (ex. GST).

Public Works Advisory (PWA) has reviewed scheme SCM1461 (construction-related whole-of-government prequalification scheme), in consultation with 11 agencies that regularly use the scheme, for:

What is changing from 28 November 2020

PWA will implement the following:

  • a procurement list compatible with the EPP direction will be established for general construction works above $9 million (ex. GST)
  • a prequalification scheme for general construction works between $1 million and $9 million (ex. GST. Scheme conditions and guidelines will be updated by the end of December 2020.

Supplier transition to the procurement list

The threshold for the new procurement list is different to the previous scheme thresholds. The following actions are underway:

  • existing suppliers prequalified on SCM1461 for works above $10 million: around 90 suppliers have been invited to automatically transfer to the procurement list.
  • existing suppliers prequalified on SCM1461 for works above $9 million and below $10 million: around 35 suppliers have been advised that they will need to apply for inclusion in the procurement list or remain eligible only for works below $9 million.
  • existing suppliers prequalified on SCM1461 for works up to $9 million nothing will change, and they will remain eligible for works below $9 million and they will need to apply for inclusion in the procurement list.
  • all suppliers must update their information in Supplier Hub within 6 months. This includes any additional information regarding sustainable procurement.
