Contractor Central is a framework used by NSW government agencies to engage and manage the extended external workforce (contingent workers and professional services contractors/consultants).


Contractor Central is already used across all NSW government agency groups to manage contingent workforce requirements.

Several government agencies are also now expanding the use of Contractor Central to manage professional services engagements.

3 elements of the Contractor Central framework

  1. The Vendor Management System (VMS) provides a cloud-based technology platform to manage all transactions.
  2. Procurement arrangements (such as prequalification schemes) are lists of suppliers prequalified to supply different types of services.
  3. Managed Service Providers (MSPs) support government agencies to operate the Contractor Central framework

Benefits of Contractor Central

Contractor Central supports agencies to plan, source and manage their extended external workforce, including contingent workers, consultants, and other professional services contractors.

Contractor Central provides benefits for agencies and suppliers including:

  • a cloud-based platform to manage all transactions
  • increased data and analytics to increase visibility and support workforce planning
  • simplified, automated process flows
  • enhanced reporting functionality to eliminate or reduce the need for manual reporting
  • built-in compliance with scheme rules and commercial frameworks
  • an enhanced payment process with consolidated, easy invoicing to ensure timely payments
  • dedicated transactional support from agencies' Contractor Central teams.

The role of managed service providers (MSPs)

  • MSPs play a critical role in managing Contractor Central functional and process requirements on behalf of government agencies. They transact only via the Contractor Central VMS.
  • MSPs work with suppliers in a vendor-neutral arrangement.
  • MSPs source and manage contingent workers from suppliers on the contingent workforce scheme and they administer the transactional flow for professional services engagements.
  • Each government agency group has a dedicated contact for Contractor Central.
