What's covered
General cleaning duties that are to be carried out on a daily, weekly, quarterly and annual basis. Additional cleaning services like cleaning works are carried out by general cleaners on an ad-hoc basis.
This contract covers the delivery of essential hygiene and cleaning standards across operational sites.

What's not covered
Specialist cleaning services
- Professional cleaning tasks that require specific expertise or equipment
- Techniques to address complex, high-risk or regulated environments
- Requires specialist contractors:
- carpet cleaning
- roof and gutter cleaning
- window cleaning.
Agencies not covered
- NSW government agencies that have opted out of the Cleaning Services contract; Transport for NSW, except Sydney Trains and NSW Trains Office spaces.
- NSW Health clinical sites and any government offices that have cleaning included as part of their lease arrangements.
- Non-government agencies, charities and independent schools that are non-eligible buyers of the Cleaning Services contract.
The Hunter Central Coast region isn’t covered by the Cleaning Services contract, the region transferred to an insourced model from 2026.
What you need to know
The Department of Education (DET) has negotiated an agency head agreement with suppliers to manage cleaning services.
The DET determined that an agency arrangement contracting structure as the most suitable model to ensure accountability, consistency and service continuity. Under this model, the DET enters into the agreement as an agent for all participating agencies and entities, and contractors have no direct legal relationship with customers other than with DET.

Who's eligible to buy
All NSW Government agencies are eligible
This means that all NSW Government agencies are eligible to use – and must use – this contract when buying Cleaning Services.
Non-agency buyers may also be eligible
You don’t have to be a NSW Government agency to buy under NSW Government schemes, panels and contracts. But you do have to apply to become an eligible non-agency buyer.
Once approved, you'll get an authorised buyer identification number (NSWBuy number). Use this number to buy through NSW Government contracts and schemes.
